My parents just sold a U.S. property. My father is a foreigner but my mother is a U.S. citizen. They filed a FIRPTA (Foreign Investment in Real Property Tax Act income tax withholding) stating exactly that. Although the sale price of the property is more than $300,000, the closing agent didn't withhold the 10 percent tax. eBay is rolling out new search on the UK site (http://www2.ebay.com/aw/uk/200806131509242.html). Rather than bringing back results solely for matching keywords, search will now look at the category an item is listed in and any item specifics the seller provides so that buyers are more likely to find what they want. Users will be able to switch to and from the old and new systems from within the search results pages, but the old search system will be retired in 4 weeks. eBay UK will also roll out Window Shopping (called snapshot view in the US).

JagsLive informs us that the electronics retailer Newegg.com is defying New York lawmakers; it has suddenly stopped collecting sales tax from New York online shoppers. The "Amazon tax," which went into effect June 1, requires online merchants to collect sales tax if they have any affiliates in the state. Amazon is complying but has sued the state on constitutional grounds. Overstock.com dropped all of its New York affiliates and then joined the Amazon lawsuit. Newegg started out complying with the law on June 1, but stopped collecting taxes for New York on August 21. Tesco is reportedly close to reaching a £1bn deal to buy out Royal Bank of Scotland's (RBS) stake in their personal finance joint venture. The UK’s second biggest bank put its insurance operations and other assets on the block in April to bolster its balance sheet and Tesco has agreed to buy out its partner for Tesco Personal Finance. A deal is expected to be announced within days. Benny Higgins, a former high profile retail banking executive at HBOS and RBS, has been lined up to run the business, one industry source said.

Yahoo! Inc. announced that it will offer users the ability to opt-out of customized advertising on Yahoo.com. This new option expands Yahoo!'s existing opt-out program for customized advertising served by Yahoo! on third party networks. When the "Gowers Report" on copyright first came out in the UK, we pointed out that it had a lot of bad ideas included. The one good point was that copyright length shouldn't be extended any more. So, now that the UK is planning to ignore that one good suggestion, it's moving forward with plans to implement the bad suggestions in the report -- such as increasing the fines for online copyright infringement by 10x. To be fair, this is focused just on "commercial-scale" copying where someone is profiting from the infringement. But, given how the recording industry works, how long until they look for ways to expand that definition or increase the fines for "personal copying" to keep them "more aligned" with the fines for commercial copying?
